Doelgroep

Deze procedure is bestemd voor alle personeel van de Technische Bedrijfseenheid XXX en zijn contractanten die werken uitvoeren aan, in of rond arbeidsmiddelen.

Met “werken” wordt o.a. bedoeld elke activiteit met betrekking tot een arbeidsmiddel, zoals: opheffen van storingen, losmaken van vastzittende bewegende delen, uitvoeren van afstellings-, verzorgings-, reinigings- of onderhoudswerkzaamheden, nazichten, ingebruikneming of buitengebruikstelling, aanwending, vervoer, reparatie, ombouwing, onderhoud, verzorging, waaronder met name ook reiniging.

Doel

Het doel van deze procedure is ervoor te zorgen dat het personeel bij uitvoering van bovenvermelde werken beveiligd wordt, zodat:

-            voldaan wordt aan de vigerende wetgeving;

-            voldaan wordt aan de in deze procedure voorgeschreven interne reglementering als implementatie van de vigerende wetgeving.

Principes

Deze procedure is een uitvoering van het principe geformuleerd in de Codex, Titel VI Arbeidsmiddelen,  bijlage 1, 3.16:  voor het verrichten van productie-, afstel- en onderhoudswerkzaamheden met of aan de arbeidsmiddelen moeten de werknemers onder voortdurende veilige omstandigheden alle nodige punten kunnen bereiken.

Het uitvoeren van werken aan arbeidsmiddelen mag enkel gebeuren bij verzekerde veilige toestand van die arbeidsmiddelen. Deze verzekerde veilige toestand wordt bekomen door die arbeidsmiddelen “in beslag te nemen” door het volgen van een procedure die “inbeslagname” genoemd wordt.

Elk arbeidsmiddel moet daarom voorzien zijn van duidelijk geïdentificeerde inrichtingen waarmee het van elk van zijn krachtbronnen kan worden losgekoppeld en/of gescheiden. De identificaties moeten uniek zijn binnen de Technische Bedrijfseenheid.

Het uitvoeren van deze beveiligingsprocedure steunt op het nemen van persoonlijke verantwoordelijkheid.

 

Daarom

1.     wordt iedereen voldoende opgeleid zodat hij de uit te voeren acties kent, en zich bewust is van de verantwoordelijkheid die hij neemt bij het uitvoeren van deze acties;

2.     worden aan elk opgeleid persoon alleen die bevoegdheden toegekend die overeenkomen met zijn opleiding en met zijn functie; deze toekenning gebeurt door de hiërarchische lijn;

Bij werken aan een arbeidsmiddel waarbij geen inbeslagname genomen wordt, moet het betrokken personeel alle nodige maatregelen treffen om de veiligheid en de gezondheid te waarborgen. 

De procedure dekt enkel een bepaalde begintoestand van de installaties en machines en niet de nieuwe toestand(en) die ontstaat(n) door de uitvoering van de werken zelf. Indien deze nieuwe toestanden van aard zijn dat de veiligheid in het gedrang komt, moeten alle nodige voorkomingsmaatregelen genomen worden vooraleer de werken verder te zetten.

 Afwijkingen

Deze procedure heeft voorrang op alle andere documenten die met inbeslagname met brief of met individuele inbeslagname-plaat te maken hebben.

Het uitvoeren van handelingen in strijd met deze procedure, zoals het wegnemen van inbeslagnameplaatjes, of het bedienen van inbeslaggenomen afsluiters of schakelaars, wordt beschouwd als een zware beroepsfout.

Afwijking op deze inbeslagnameprocedure kan enkel worden toegestaan na gemotiveerde schriftelijke aanvraag van het Hoofd van de afdeling en daaropvolgend schriftelijk akkoord van het Hoofd van de Afdeling Preventie en Bedrijfsbeveiliging.

Target group

This procedure is intended for all personnel of the Technical Business Unit XXX and its contractors that perform work on, in or around working equipment.

With "work" is meant, among others, any activity regarding a piece of working equipment, like: eliminating interruptions, loosening of moving parts that are stuck, performing adjustment-, servicing-, cleaning- or maintenance work, checking, putting into use or taking out of use, application, transport, reparation, reconstruction, maintenance, servicing, among which especially cleaning.

Objective

The objective of this procedure is to make sure the personnel is protected during the execution of the above-mentioned works, to:

-    fulfill the valid legislation;

-    fulfill the internal regulations described in this procedure as implementation of the valid legislation.

Principles

This procedure is the execution of the principle defined in the Codex, Title VI Working equipment, annex 1, 3.16: for the implementation of production-, adjustment- and maintenance work on or with working equipment, the employees must be able to comply with all necessary points under constant safe circumstances. 

The implementation of work on working equipment may only be done in case of a secured safe situation of that working equipment. This secured safe situation is reached by "confiscating" the working equipment by following the procedure called "confiscation".

For that reason every piece of working equipment must be equipped with clearly identified mechanisms with which the individual power sources can be disconnected and/or separated. The identifications must be unique within the Technical Business Unit.

The implementation of this safety procedure relies on the taking of personal responsibilities.

That's why

1.   everybody is trained sufficiently to know all actions to be undertaken, and is conscience of the responsibility he takes when undertaking these actions;

2.   trained people are only granted authorities according to their training and function; this granting is done by the hierarchic line;

At works on work equipment on which no confiscation is set, the involved personnel must take all necessary precautions to guarantee safety and health. 

The procedure covers only a certain initial state of the installations and machines and not the new state(s) that originate(s) by the execution of the works themselves. In case these new states are such that safety is in jeopardy, all necessary precautions have to be taken before work can be resumed.

Deviations

This procedure goes before all other documents that have to do with confiscations with letter or with individual confiscation plate.

 Implementing any acts that are against this procedure, like removing confiscation plates or handling confiscated valves or switches, is considered a serious professional error.

Deviations from this confiscation procedure is only allowed after a motivated, written petition by the Head of the department and the following written approval of the Head of the Department Prevention and Company Security.
